Le procureur offre un accès inédit aux rouages internes de la Cour pénale internationale (CPI), quelques années seulement après sa création. Au cœur du film, Luis Moreno-Ocampo, tout premier procureur général de la CPI, qui a pour mission d’enquêter sur les crimes de guerre les plus atroces et de poursuivre les responsables de génocides. Acclamé comme un héros par les victimes, mais décrié par ses adversaires politiques à gauche comme à droite, Ocampo doit composer avec la diplomatie à haut risque, la résistance internationale et les dilemmes moraux dans sa quête de justice. Grâce à un accès privilégié à des procès historiques et aux coulisses judiciaires, le film saisit un moment charnière dans l’évolution du droit international. Inspiré en partie du livre The Sun Climbs Slow d’Erna Paris, Le procureur pose une question essentielle : la CPI peut-elle réellement rendre la justice à l’échelle mondiale, ou restera-t-elle un rêve aussi ambitieux qu’utopique ?

Engage the class in research about the role and influence of the international community in relation to individual sovereign nations. Then assign students to debate the question: Should there be a higher authority than the nation-state? Consideration should be given to the role of the International Criminal Court as well as specific international interactions such as humanitarian work, military interventions and peacekeeping missions. Students could also give presentations about individuals or groups involved in activism across international borders.
